COVID-19 Vaccination Program Overview 

UPDATE – January 18, 2022: Online Learning & Service Delivery Continues Until February 27 

With the ongoing spread of the highly contagious Omicron variant, Red Deer Polytechnic has determined that the best way to keep our campus community healthy and safe is to continue primarily with online learning and service delivery until February 27. We intend to resume more in-person learning and services starting February 28, following Reading Break.

Vaccination Program: Rapid Testing Clinics on Main Campus 

  • For continuing and returning students and current employees who are not fully vaccinated and who attend main campus in-person for any purpose, free rapid testing clinics will continue to be hosted on main campus now through February 24.  
  • Read details below in the Rapid Testing section.

Red Deer Polytechnic’s COVID-19 vaccine program is continuing until June 30, 2022, to help protect students, employees and visitors who are part of our campus community.  

The following information is available: 

Red Deer Polytechnic’s vaccine program is in alignment with Alberta's public health measures and the requirements set forth by the Government of Alberta. 

Everyone who attends our campuses in person for any reason is required to follow all Red Deer Polytechnic COVID-19 protocols and all current public health measures in Alberta. For more information about vaccines, visit the Government of Alberta website.

Important Dates

December 17:  

December 20:

  • Final day for current and returning students to complete the online form for rapid testing for Winter term. 

December 23: 

  • Final day for continuing students to upload their vaccination documents using the SAFE RDC app.  
  • Last day for online students who have applied for a vaccine program exemption to make any changes to their schedule. 

January 4: 

  • First day of classes; campus re-opens after holiday break  
  • Final day for new students to upload their vaccination documents using the SAFE RDC app.  
  • Students and employees will need to use their approved Red Deer Polytechnic QR code to access campuses and learning centres. See Vaccine Verification information for details. 
  • Online students who have submitted their application for a vaccine program exemption will be notified of their status. 

January 4 to 7 

  • Students who have completed their online form to submit rapid test results will receive communication from the Vaccination Program Office detailing the process and their personalized schedule to upload their rapid test results.

Access to Main Campus - January & February

In January and February, 2022, access to main campus will continue to be reduced. The following entrances are open (see maps for locations): 

  • Main Entrance 
    • Open 24 hours per day, 7 days per week 
    • Document checks will take place on random days
  • Four Centres (east entrance)  
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place on random days
  • 1500 Wing (near the Arts Centre)  
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place on random days
  • The Marketplace (Residence Towers entrance) 
    • Open 7:00 am to 5:30 pm, Monday to Friday

  • Gary W. Harris Canada Games Centre

Documents to Have While On Campus

Starting January 1, 2022, students and employees who access our campuses for any activities will need a Red Deer Polytechnic-specific QR code. Details on how to get this code are described in Vaccination Verification Using the SAFE RDC App and in Rapid Testing.   

Please note the following: 

  • You must have your Red Deer Polytechnic QR code available 
    • The Government of Alberta QR code cannot be used as a substitution 
  • You must present your Red Deer Polytechnic QR code live on the SAFE RDC App 
    • A screenshot will not be accepted 
  • For auditing purposes, you may be asked to provide your Alberta QR code and identification, so you must have these documents available while on campus   

Please be kind to the individuals who are checking your documents. By working together, we can all contribute to a healthy and safe campus community.

Vaccine Verification Using SAFE RDC App

Starting January 1, 2022, Red Deer Polytechnic requires digital vaccination verification for students and employees who attend any activities on campus. This verification will be through the SAFE RDC App, and it will provide students and employees with an approved, Red Deer Polytechnic-specific QR code. 

Please note: this process is only for students and employees. Visitors to Red Deer Polytechnic’s campuses and learning centres should follow the processes outlined for visitors

Students will need to activate their RDP email to be able to upload their vaccination record. This can be done by logging into TheLoop and clicking on the “Email” icon in the top banner.

Timelines  

  • Starting January 1, 2022, all students and employees will use their approved Red Deer Polytechnic QR code to access campuses or learning centres  
  • New students will have until January 4 to upload their documents 
  • New students who register after January 4 will have 72 hours after registration to upload their documents 

Additional Details 

  • If you have an approved Red Deer Polytechnic exemption, you will also upload this using the SAFE RDC app.  
  • After documents have been uploaded, you will receive an orange (temporary) QR code, indicating that your document has been received and will be reviewed by a Red Deer Polytechnic employee. 
  • Once your documents have been verified: 
    • Your QR code on the SAFE RDC app will turn green, and you will receive an email to your Red Deer Polytechnic email that states your vaccination status has changed on the SAFE RDC app. 
    • You are approved to come to Red Deer Polytechnic’s campuses and learning centres. 
    • Please note: we will verify your documents as soon as possible, but this process may take up to 2 business days. 

Steps to Upload Your Vaccine Documents  

  1. You will need to follow the instructions on these screenshots to upload your documents. 
    1. Students will need to activate their RDP email to be able to upload their vaccination record. This can be done by logging into TheLoop and clicking on the “Email” icon in the top banner.
  2. After you have submitted your documents, you can use the SAFE RDC app to see the status of your verification and to access your QR code, as described in these screenshots

The SAFE RDC app provides a secure way to upload your documents, and we are taking additional measures to protect your privacy.   

  • 72 hours after your documents have been verified, they will be purged from the SAFE RDC app system, and they will not be saved. 
  • When you display your Red Deer Polytechnic QR code, it will not show your vaccination or exemption status. It will simply indicate that your passport has been approved, accompanied by a green QR code.

Rapid Testing 

Winter and Spring 2022 Terms (January to June 2022)

UPDATE – January 18, 2022:   

For continuing and returning students and current employees who are not fully vaccinated and who attend main campus in-person for any purpose, free rapid testing clinics will continue to be hosted in the Cenovus Energy Learning Common on main campus. 

Rapid test clinics will be held from 7:30 am to 3:00 pm from January 20 to February 24, as follows: 

  • January 20 
  • January 24 and 27 
  • January 31 and February 3 
  • February 7 and 10 
  • February 14 and 17 
  • February 22 and 24 

Individuals must wait in the clinic to receive a negative COVID-19 rapid test result (or individuals can provide proof of a negative test completed at another approved external source within 72 hours of arrival) in order to proceed with their planned in-person activities on main campus. 


During Winter and Spring 2022 Terms, continuing and returning students, as well as current employees, who are not fully vaccinated are required to submit negative rapid test results (paid for by the individual) before their arrival at our campuses or learning centres.  

Steps to upload approved negative COVID-19 rapid test results:  

  1. Continuing and returning students who are not fully vaccinated (or who choose not to disclose their vaccination status to the institution) must upload approved COVID-19 rapid test results to the RDC SAFE app. Please follow these instructions.  
  2. Students who plan to submit rapid tests during Winter 2022 Term must complete this online form no later than Monday, December 20, 2021.  
  3. View these screenshots for steps to upload your negative rapid test results using the SAFE RDC App. 
  4. After you have submitted your documents, you can use the SAFE RDC app to see the status of your verification and to access your QR code, as described in these screenshots

Current employees who are not fully vaccinated will receive direct communication from the Vaccination Program Office about submitting rapid test results.   

Continuing Students, Returning Students and Current Employees  

As described above, these individuals will be permitted to provide, at their own expense, a COVID-19 negative test result within 72 hours of each time they attend our campuses or learning centres, if they are not fully vaccinated. Definitions are as follows:  

  • Continuing student: a student who was registered in at least one course in the Fall 2021 Term, or who has completed at least one apprenticeship technical period at Red Deer Polytechnic.   
  • Returning student: a student who has previously completed course work towards a program or apprenticeship technical period(s) at Red Deer Polytechnic.  
  • Current employee: an employee who has an existing employment contract at December 31, 2021 and will continue to be employed under  the same employment contract beyond January 1, 2022. In the event an employment contract with an employee ends the individual would be subject to the vaccination requirements as outlined in the policy that takes effect January 1, 2022.  

Allowing continuing and returning students who are not fully vaccinated to submit negative rapid test results will help ensure those who began their education before the implementation of the vaccination program can successfully complete their current program.  

Permitting current employees to continue to provide proof of a COVID-19 negative test result, if they are not fully vaccinated, is done in the same spirit of offering an option to continue working during a circumstance (the pandemic) that was not present when their employment contract began.  

Practicums and Work-Integrated Learning 

Continuing and returning students taking part in practicums, work-integrated learning activities or placements in Winter and Spring 2022 terms may be able to follow the Red Deer Polytechnic rapid testing procedures, as it aligns with the partner organization.  

Please note there are some exceptions to the change in policy at Red Deer Polytechnic. Students in the following programs must be fully vaccinated to attend their clinical placements, practicums and work-integrated learning activities.  

  • Bachelor of Science in Nursing 
  • Practical Nurse 
  • Occupational and Physical Therapist Assistant 
  • Pharmacy Technician  
  • Medical Laboratory Assistant 
  • Health Care Aid 
  • Unit Clerk 

All students must meet the vaccination requirements of governing bodies, agencies, organizations or other post-secondary institutions in which they may have their practicums, work-integrated learning activities or placements, in addition to meeting the vaccination requirements of Red Deer Polytechnic.  

New Students  

All new students must be fully vaccinated for COVID-19 or have a medical or religious exemption approved by Red Deer Polytechnic no later than January 1, 2022, in order to enroll in any Winter or Spring 2022 Term classes. Definitions are as follows:  

  • New student: has never completed course work or apprenticeship technical period(s) at Red Deer Polytechnic.    
  • This applies to all new students, regardless of which delivery method their course(s) or practicums are offered (online, in-person, blended or hybrid), with the exception of:  
    • Online learners who attest that they will participate 100 per cent online and not engage in any face-to-face environment at any of RDP’s campuses, learning centres or other non-RDP facilities for the purposes of assessment for admission, assessment of learning outcomes, research, work-integrated learning, practicum/clinical placements or otherwise.  
    • These online students may apply for an exemption  from Red Deer Polytechnic’s vaccination program.   
  • New students will be required to be fully vaccinated to take part in practicums, work- integrated learning activities or placements in Winter and Spring 2022 terms. 
    • The only exception would be if a practicum and all courses are fully online.   
New Employees  

New employees (hired to commence employment after January 1, 2022) must be fully vaccinated for COVID-19, or have an exemption approved by Red Deer Polytechnic prior to beginning work, in order to teach or work at Red Deer Polytechnic. Definition as follows:  

  • New employee: an employee who will begin a new employment contract on or after January 1, 2022, regardless of whether the individual has previously worked within another employment contract for Red Deer Polytechnic.  

Red Deer Polytechnic acknowledges that we have different vaccination requirements for new students compared with continuing or returning students. This decision was made after much thought.

As the Polytechnic admits new students, we do so with the intent that new students successfully begin and complete their post-secondary education in a consistent in-person and virtual environment, and while also creating as safe of an environment as possible for everyone.

Exemptions  

Online Learner Exemption Application Process

During Winter and Spring 2022 Terms (January 1 to June 30, 2022), eligible online current, returning and new students, who are not fully vaccinated, may apply to Red Deer Polytechnic for an exemption to be excluded from the institution’s vaccination program.  

To be eligible for this exemption: 

  • Online students will be required to attest that they will participate 100 per cent online and not engage in any face-to-face environment at any of RDP’s campuses, learning centres or other non-RDP facilities for the purposes of assessment for admission, assessment of learning outcomes, research, work-integrated learning, practicum/clinical placements or otherwise. 

Steps to apply for an online learning exemption: 

  • Online students who wish to apply for an online learner exemption should read these instructions
  • Students must apply for an online exemption using this form no later than Friday, December 17, 2021.  
  • On January 4, students will be notified about the status of their exemption application.
Medical or Religious Exemptions 

Red Deer Polytechnic acknowledges that in limited circumstances and in accordance with the Alberta Human Rights Act, exemptions may be provided to the vaccine requirement for medical or religious reasons. 

Medical Exemptions  

Students and employees requesting a medical exemption from Red Deer Polytechnic will need to follow these steps:   

  • Print the Medical Exemption Declaration form and have your physician or nurse practitioner complete the form. They will need to provide reason(s) supporting the accommodation along with their signature.   
  • Complete the online Request for Exemption from Mandatory Vaccination form. To submit this form, you will be required to attach the completed Medical Exemption Declaration form. Only forms that are complete will be processed. A request for further information may be required.   
  • Any new students and new employees awaiting results of exemption request may not attend campus or learning centers.
  • As per the vaccination program policy, continuing and returning students and employees hired prior to January 1, 2022 may follow rapid testing procedures to access our campuses and learning centres.
  • Individuals who receive approved exemption requests will be notified directly, and accommodations for their specific situation will be discussed. 

Please note, individuals with a history of a lab-confirmed COVID-19 infection who have no contraindications can be provided with all COVID-19 vaccines.   

Religious Exemptions   

As we continue to adapt our vaccine program and based on advice of legal counsel, Red Deer Polytechnic will now be accepting applications for religious exemptions from both students and employees.  

Employees and students requesting a religious exemption will need to follow these steps:  

  • Print and complete the Religious Exemption Request & Declaration form. You will need to have this document signed by a Commissioner of Oaths. 
  • Complete the Request for Exemption from Mandatory Vaccination Form. Please ensure you attach your completed Religious Exemption Request & Declaration form with requisite signatures and stamps.   
  • Interim-rapid testing requirements will apply.   
  • Individuals who receive approved exemption requests will be notified directly, and accommodations for their specific situation will be discussed. 

Privacy Information 

As a public post-secondary institution, Red Deer Polytechnic will ensure your personal information is collected, used and stored in compliance with Alberta’s Freedom of Information and Protection of Privacy Act (FOIP).

Visitors to Our Campuses and Learning Centres 

The following information applies to visitors who attend Red Deer Polytechnic's campuses, learning centres and other facilities for any reason: 

  • Be prepared to always provide your government-issued identification showing your name and date of birth, in addition to one of the following:  
    • Proof of full vaccination (given at least two weeks prior to arriving at RDP), or  
    • Proof of an approved negative COVID-19 rapid test (taken within 72 hours of arriving at RDP), or 
    • Proof of medical exemption  
      • A valid medical exemption is the original signed letter from a physician or nurse practitioner that includes:  
      • The name of the person in the written documentation that matches the identification provided 
      • The physician or nurse practitioner’s complete information, including:  
        • Name, phone number, contact information, professional registration number, and signature of the physician or nurse practitioner; 
        • Statement that there is a medical reason for the individual’s exception from being fully vaccinated against COVID-19; and  
        • The period of time during which the exception is valid. 

You may be required to show your government-issued ID and vaccination documents upon arrival, or at any time while you are on Red Deer Polytechnic's campuses, learning centres or other facilities.  

Face coverings are required while indoors at all times, and everyone must maintain a two-metre physical distance from others, whenever possible. Please review additional COVID-19 protocols our institution has implemented to help ensure the health and safety of everyone in our campus community, including our visitors. 

YOUTH VISITORS 

For youth who visit our campuses and learning centres (e.g. Gary W. Harris Canada Games Centre, Kevin Sirois Gymnasium, Main Campus Gymnasium, Arts Centre, and other facilities) the details below are applicable.  

Youth (under age 18) do not need to provide government-issued identification, but they will need to provide proof of vaccination, negative rapid test result, or proof of medical exemption as follows:  

Ages 0 to 11 

  • No requirements for access to campus unless using the services of the Child Care Centre.   
  • Parents of youth in the Child Care Centre have been contacted directly with information.  

Ages 12 to 17 (participating in youth activities) 

  • If participating in youth-only activities, there is no requirement to produce vaccination documentation, negative rapid test or proof of medical exemption.   
  • For youth activities in the Gary W. Harris Canada Game Centre, Kevin Sirois Gymnasium, Main Campus Gymnasium, Arts Centre (or other facilities), alternative entry doors have been identified using signage and through communication to user groups. Participants are required to enter and exit the facility through these doors and are not permitted to access any common areas of the facility. 

Ages 12 to 17 (participating in youth/adult combined activities) 

  • If participating in youth/adult combined activities (e.g. drop-in recreation, use of Collicutt Performance Fitness Zone), attending facility events (e.g. Red Deer Polytechnic Kings & Queens home games, ACAC or other sport/art performances) or accessing any services, please be prepared to show your:  
    • Proof of full vaccination (given at least two weeks prior to arriving on campus), OR  
    • Proof of a negative COVID-19 rapid test (taken within 72 hours of arriving on campus).  
    • Proof of medical exemption (a description of requirements is available at the top of this section)  
  • If you only have a single dose of an approved vaccine, or if you choose to remain unvaccinated, you will be required to provide proof of a negative COVID-19 rapid test or proof of medical exemption.   
  • To access our main campus, please review which doors are currently open on our main campus. 
    • During events held in the Arts Centre, additional doors may be opened. This information will be provided to the event coordinator or external organization, to inform visitors of this relevant update

Steps if You Have Travelled Internationally   

Students and employees who have travelled outside of Canada or international students arriving in Canada will need to upload documents to the SAFE RDC App before they come to campus. 

Steps to Complete: 

  1. First, you must complete one of the two options below: 
    • Take a screenshot from ArriveCan, which states you have been approved to travel. 
    • Take a picture or screenshot of your negative COVID-19 test. 
  2. Then, upload this information to the SAFE RDC app using the instructions in these screenshots.  
    • You will receive a QR code, indicating that you are approved to come to campus. 
  3. Finally, you will need to upload your vaccine verification documents using the SAFE RDC app, as described in these screenshots
    • Even if you previously uploaded your vaccine documents, you will need to re-upload them after submitting your ArriveCan or rapid test documents. This is because of behind-the-scenes processing with the SAFE RDC app.  
    • You will receive a vaccine verification QR code, indicating that your vaccine documents have been approved.
